Each report applies to its identified sample and tests. Check the batch, date and method. An ingredient certificate describes that ingredient sample; it does not measure every active dose in the finished product.

No. Creatinine and dihydrotriazine were reported as not detected in the ScienTEST summary. Dicyandiamide was measured at 10 ppm, against a listed 1,000 ppm limit. The separate ACS report gives greater than 99.8% purity by weight. Results apply to the identified samples.
